POST OF DIRECTOR IN THE NATIONAL HOSPITAL KANDY

(DEPUTY DIRECTOR GENERAL GRADE)

The General Circular No. 02-51/2025 issued on 13.07.2025 inviting applications for the post of Director in the National Hospital of Kandy (Deputy Director General Grade) of this Ministry was cancelled on 06.02.2026. As stated in the Appendix V of the Sri Lanka Medical Service Minutes in the Sri Lanka Health Service No. 1883/17 dated 11.10.2014 and amendments made thereto from time to time, applications are hereby re-invited from qualified Medical Officers and Dental Surgeons in the Senior Medical Administrative Grade of the Sri Lanka Medical Service for recruitment to the above post.

02. Applications prepared in compliance with the specimen form appended to this should be sent by registered post to reach the Secretary, Ministry of Health and Mass Media, β€œSuwasiripaya”, No.385, Rev. Baddegama Wimalawansha Thero Mawatha, Colombo 10 on or before 17.04.2026.

03. Applicants who wish to withdraw their applications shall inform me and are permitted to do so, within two weeks from the closing date of applications.

04. Job Description

  1. Formulate vision and mission statements and disseminate to all stakeholders.

  2. Coordinate with Heads and the stakeholders who provide health care facilities.

  3. Develop short, medium and long term health development plans for the institutions based on precedent experience.

  4. Follow performance criteria set at national level and design a mechanism/s to evaluate the performance of the staff.

  5. Identify human resource requirements according to the national norms and cadres for the institution and deploy them appropriately.

  16. Design an appropriate information system which will address the needs of the institution.

  17. Utilize data for the management and development of the institution.

  18. Chair the management committee meetings, infection control, drug and therapeutic committee etc. and ensure that regular meetings of those committees are held.

  19. Perform daily ward rounds and regular night ward rounds.

  20. Chair and conduct regular staff meetings.

  21. Participate in the review meetings held at the Ministry of Health & Mass Media.

  22. Develop and implement a proper health promotion programmes.

  23. Ensure proper maintenance of the Notification registers and IMMR and disseminate information to relevant officials in time.

  24. Coordinate regarding responsibilities of medico legal aspects of all morbidity and mortality cases.

  25. Ensure the hospital wastes are managed more efficiently.

  26. Keep the systems ready and well prepared to manage disaster situations.

  27. Ensure that the Referral System which is related to patient management is implemented in a proper manner.

  28. Understand and practice the Financial Authority according to FR and AR as updated from time to time.

  29. Ensure the all assets are protected and not idling.

  30. Respect the Patient’s Rights and Human Rights.

  31. Implement Quality Assurance Programmes in all aspects of hospital management.

  32. Always maintain systems to improve the productivity.

  33. Encourage Donations and Resource generation for the benefit of patients.

  34. Maintain a better coordination with the media.

  35. Promote the capacity building of health staff regularly.

  36. Implement programmes and activities assigned by the Secretary of Health and Mass Media, Additional Secretary (Medical Services) and Director General of Health Services.

05. Terms and Conditions

a) This post is permanent and pensionable. The applicant selected will be appointed in terms of the Rule 118 of Chapter VIII of the Procedural Rules of the Public Service Commission subject to an acting period of one year from the date of appointment. In the event that any time during the period of acting or at the end of the acting period, if the selected officer is found to be unsatisfactory for any reason, the officer is liable to be reverted to the previous post held.

b) The officer who is selected to this post is not entitled to engage in the private practice.

c) In terms of the Subsection VIII of 11.1.2.3 of amendment to the Medical Service Minutes of Sri Lanka Health Service published in the Extraordinary Gazette No. 2410/09 dated 17.11.2024, this post is considered as an End Service Station post and this post is not subject to transfers.

d) All appointments will be effective from a future date, if an officer who is already acting or attend to duties or covering duties in this post will be selected, that officer will have no right to request ante-date the appointment on any grounds.

06. Salary Scale

a) Step 1 of the salary segment SL-03-2025 is applicable for this post in terms of Public Administration Circular No. 10/2025 (Rs. 156,000 – 12 x 4850 -214,200)

b) Officers in the Medical Administrative Grade with post graduate qualifications will be paid a Medical Administrative Allowance of Rs. 6,000/- per month.

c) If a Specialist Medical Officer is selected for this post, he/she is entitled to the salary and allowances which are entitled to Specialist Medical Officer Grade.

07. Age Limit

Since eligible officers are already serving in the Public Service, age limit is not applicable.

08. Qualifications

I. As per 11.1.2.3 (a) of the Amendment to the Sri Lanka Medical Service Minutes in the Sri Lanka Health Service published in the Extraordinary Gazette No. 2410/09 dated 17.11.2024, should be a Medical Officer in the Senior Medical Administrative Grade or a Dental Surgeon or a Specialist Medical Officer who has obtained a Master of Science (Medical Administration) listed in Appendix II of the Sri Lanka Medical Service Minutes in the Sri Lanka Health Service.

This compulsory qualification will not be applied for the officers those who are holding a post in the Senior Medical Administration Grade as at the date the Gazette Notification No. 1493/3 dated 16.04.2007 coming into force.

II. Should not have been subject to a disciplinary punishment as per the provisions set out in Public Service Commission Circular No. 01/2020 and the circulars incidental thereto.

III. All the qualifications will be considered as at the closing date for the applications.
